So far, each Spanish region has its own legislation for animal protection, some had none until very recently (Andalusia for instance) and the laws are seldom taken into consideration although the abuses are shocking up and down the land. Even when the SEPRONA, the excellent arm of the police that deals with environment and animal abuse, investigates and reports that prosecution is needed, the authorities act slowly or not at all.

Bonnie was found abandoned on the side of a track near Velez Malaga. She was very week and only two weeks old. Fortunatly Gary from MAPS was the one to find Bonnie, after a trip to the vet she was found a new home. Being seperated from her mum at such a young age casued a few health problems such as alopecia due to having low immune system. Since then Bonnie has gone from strength to stength and is now a happy healthy pup!

Cats

The Partido Popular youth section, 'Nuevas Generaciones' has decided to expel two of the party's candidates on the local election lists in
Talavera de la Reina, in Toledo. Jaime Ferrero and Carlos Vázquez were photographed grinning from ear to ear after having killed at least 6 cats, with the image appearing on a social site on the Internet. A member of the public decided to alert an animal protection association which has now placed a denuncia against the two men.

Horses

"A British woman accused of allowing sixteen of her horses to starve to death in Spain could be extradited to face separate charges in this country. The RSPCA confirmed that Sue Jenkins, a horse nutritionist, is being prosecuted for eight offences of cruelty or neglect to 16 horses. The horses - which include prized Trakehners worth up to £12,000 each - were said to have been kept in appalling conditions and left to die on scrubland in Cadiz, Andalucia. Another 36 are so ill they are at risk of being put down. Neighbours say she struggled to meet the rising cost of vets' bills, food and water and allowed the horses to 'waste away'. "

Puppies

"I have just been told yet again by one of my neighbours that if I don't take her dog's latest litter of pups (presented to me in a plastic bag) they'll be drowned. She has done this to me twice before and knows that I will take them rather than see them die a painful death. " Lisa, Maro.

Dog Passport

Suzie is a 14 month old Jack Staff cross, her owners brought her over from the UK to live with them. Unfortunately they had to leave Spain and Suzie´s passport had run out. We received a call from one of our supporters (The Vic pub Torremolinos), who told us about the problem. Fortunately she is such a loving gentle dog that we were able to home within 2 hours of us returning to Nerja. Suzie is happy and settled with her new owner Alison and has fitted in very well with her other animals.

This is a sad story that was brought to our attention in September. Popeye the cat was attacked by a dog running wild in Saint Carlos, just outside Torre del Mar. Popeye the cat (named by one of our volunteers, Gary) was taken straight to the vet, Naturvets in Benajarafe. He was in a bad way, after two days of treatment they had to remove his eye. Gary has since been caring for him until we can find a loving home for Popeye. (If anyone can home him then please call us on 689 604 966 / 646 655 719.

This is a first for us at MAPS. Through our vet we learned of a group of turtles that desperately needed a new home as the family who had them told us their kids had "grown out of them"! Through word of mouth one of our volunteers found these cute creatures a new home. They are now with their new owner, swimming happily around in their tank.

Andalucía Animal protection law Enacted 10.12.2003

Obligations
The owner of the animals have the obligation to:
- keep the animals in good sanitary and hygienic conditions with a roof over its head that’s adequate for the size and breed of the dog
- provide food so the dog may develop normally
- personal identification within three months after their birth
- give the dog all necessary injections and treatment for its complete health
- they should always have a collar and lead on in a public place and be taken by
their owner
- all owners should clean up after their dog in public areas

Prohibitions

- mistreat or be physically aggressive to the animal ( fines of 2,000 to 30,000 € )
- abandon animals ( fines of 500 to 3,000 €)
- keep them always chained ( fines 500 to 3,000 €)
- use them as prizes in draws or tombolas (500 to 2,000€ fine)
- use of animals to fight (fines 2,000 30,000€)
- keep animals in a place where they cause inconvenience or a nuisance to neighbors ( fines 75-500€)
- to sell then illegally or to under 16 year olds (fines 500 to 2000€)
- exploit them at work (fines 500 to 2,000€)
- deposit poison in public places (fines 2,000 to 3,0000€)

There is a section of the Guardia Civil responsible for implementing it - SEPRONA. Their number in Velez Malaga is 95 254 2808
Anyone can anonymously make a "denuncia" against people who trangress
these laws.
